Excel VBA Expert / C# Desktop Developer for Industrial Piping Management System

I have developed a large Microsoft Excel project used for industrial piping construction management.

The workbook already exists and contains approximately 24 interconnected worksheets with databases for:

Weld Tracking
Isometric Tracking
Hydro Test Tracking
NDT Inspection Tracking
Welder Qualifications
Line Register
Material Tracking
Executive Dashboard
Global Search

The workbook is already functional, but it has become too complex.

Objective

I need an experienced developer to either:

Option A

Simplify and improve the existing Excel workbook while keeping it stable.

or

Option B

Convert the entire project into a professional Windows desktop application.
