Personal WhatsApp Management Tool (SaaS with Role-Based Access for Secretaries)

I'm looking to build a personal SaaS tool (web-based) that allows me to manage my WhatsApp messages with the help of my secretaries. Unlike business tools, this solution is for private use, and aims to make my communication more organized while protecting my privacy.
The goal is to connect multiple WhatsApp numbers and allow secretaries to help respond to messages, based on the permissions I set. I should be able to control which secretaries can access which conversations. For example, I want the ability to hide personal messages such as chats with family or my wife, so they are not visible to secretaries. I also want to set whether a secretary can only read or also reply to specific chats.
The system should include a secure login for me and my secretaries, with a clean and easy-to-use interface for reading and responding to messages. I should be able to assign chats manually or automatically (like round-robin), and create message templates that secretaries can use to reply faster.
All contacts should be matched by phone number. I need the ability to scan QR codes to connect WhatsApp accounts, and manage messages from an admin panel. If messages are sent from outside the system, there should be an API to send them through WhatsApp, and a webhook to handle message delivery retries.
The MVP (Minimum Viable Product) version should focus on core features, and be built in a way that makes it easy to expand in the future. I prefer Django for the backend, but I'm open to other stacks. A web-based interface is enough for now, but if it can also work as a PWA (Progressive Web App), that would be a big plus.
