Help provisioning Microsoft SQL Server on Oracle OCI in a HA and DR scenario.

We have significant experience working with Azure and SQL Managed Instances etc, however a new client requires us to host inside Oracle OCI, thus SQL Managed Instances are not an option.
Requirements are:
Firstly, to assist with scoping, planning and implementation of Microsoft SQL Server 2019 using HA within a single OCI middle east data centre. Secondly, to extend this to include DR across to a new data centre in the same region later in the year.
