Design and build SQL database, and develop code to import data

I'm looking for someone to design and build a SQL database for me, as well as develop code to import data - both initially from another SQL database, and then as a regular process from four sources (each one being an annual import). In the main, the data is text, and the overall size is likely to be in the region of 8-10GB. There won't be a need to handle concurrent users, since there won't be multiple people accessing the database simultaneously.
FYI, we use PowerBI as the main tool to enable use of the data.
