Parcel Usability Map Overlays

I need a concise GIS project that tells me, at a glance, which parcels inside a predefined circular study area cannot host a new tower. Please pull the latest Wetlands Mapper layer, the county parcel map, and any other authoritative public sources you feel will strengthen the analysis. Once the data is in, symbolise each parcel that falls inside the circle so it is unmistakably marked as unusable—either with solid colouring or a clear cross-hatch pattern. Whichever style you pick, pair it with a matching legend so a reviewer can interpret the map without extra notes.

The end result should include:
• A georeferenced PDF ready for presentation
• The editable project file (QGIS or ArcGIS Pro) with all layers organised and named
• Any sidecar style or layer files so the symbology stays intact when reopened

Keep the cartography clean and intuitive; the aim is a polished map that highlights problem parcels and nothing more.
