Microsoft Purview DLP Setup

I need an expert to help fine tune Data Loss Prevention (DLP) policies in Microsoft Purview. The main goal is to protect sensitive data, including Personally Identifiable Information (PII), Financial Data, and policy numbers.And need to add exception using NOT operator in the existing policies. I need to exclude few doamins and emails like people in finance department they need to be allowed in the policy and also need to see if tehre emails are going encrypted.
Overall needs fine tuning and proposal like how purview can be fine tuned. Need expert who has indepth knowledge.
