xl with vb macros

I'm looking for a freelancer to help with writing a VB Macro to match the one format into other format. This is needed as my new software is giving the export data in one format (csv file ) but customer wanted this csv format to look similar to the old one. Specifically, I need assistance with creating a macro or parser so that customer will be able to convert this new csv format into old format with specific headings This macro should also be compatible with new versions of Excel, specifically Excel 2010 or later. I am open to ideas and suggestions from the freelancer, however the data manipulation must meet my requirements.
