Stata Pro Needed for Numeric Variable Creation

I am in need of an expert in Stata who can help me generate specific numeric variables using logical conditions. The new variables will be created based on the existing data in my dataset, and the conditions will need to be carefully defined.

I am looking to create new variables in a monadic dataset using information from a dyadic dataset. This will most likely require appending a dataset.
I have a dataset that is monadic (one observation for a country per year) in which they make an alliance. There is another accompanying dataset that has the same information but with a list of each member of the alliance. I need to know if a state that makes an alliance but reneges on the alliance has a harder time making an alliance with one of its prior alliance members in the future.
