Skills Tracking PowerBI Dashboard -- 2

I have an existing Excel-based dashboard that tracks employee skills, and I want the same insights presented in Power BI with clearer visuals and interactive slicing. The focus is on two skill types—technical skills and soft skills—and I need an intermediate level of detail rather than a simple overview with options to filter based on department and sub departments.
Scope of work
• Build a Power BI report connected to (or importing from) a forms extracted Excel file. I will make the connections as I can’t share the data I just need the dashboard ready and dummy connections made to check. From different sources with unique identifiers connecting them.
• Create pages based on the excel skills matrix with the updated filtering.
• Add conditional formatting or indicators so I can spot critical gaps quickly.
• Document the entire build in a concise step-by-step guide (screenshots + short notes) so I can refresh data, add new columns, or tweak visuals on my own. Including how to upload on sharepoint.
Acceptance criteria
• Report opens with no errors, refreshes cleanly from the Excel source.
• All visuals respond to slicers in under two seconds on my sample dataset.
• The edit/update guide is clear enough for a non-developer to follow.
I’m comfortable with standard Power BI features—no premium add-ons needed—so please keep the solution straightforward yet professional. Let me know which version of Power BI you’ll use and an estimated turnaround time when you place your bid.
