Reverse Phone Append

I have several large lists of US residential telephone numbers, and I want to find as many email addresses for the person(s) who use those telephone numbers as possible. The project's budget will vary on your rates: the budget estimate budget is for the small end (300 telephone numbers) but we have thousands and thousands of telephone numbers to append.
