Replicate .pdf into new document

I have an 8-page mostly read-only .pdf that I would like to have transferred to an editable file. Do not change text, layout or images. Just transfer each page into an editable 24" x 36" architectural page with generic title blocks. The deliverable should be in a Microsoft Document format with the ability to change text for a student project.
