Need Raspberry Pi worker to read rotary encoder and feed data to laptop

Budget: $25 – $50 USD

I am using a rotary encoder to track the angular displacement of a model wave energy converter. The encoder should feed a program on the Raspberry PI, which will be a string of numbers. The Pi will transmit the numbers to a laptop for storage and analysis. I need someone to set up the PI, which I will buy unless you have one to loan to me for three months. I am building the model in San Diego, Kensington area. Willing to pay, of course.
