Machine learning text annotation

I am looking to hire a freelancer to provide machine learning text annotation services for an existing business. The annotations need to be text span, meaning that certain words or phrases must be properly identified. The data will be in English, so the annotations must also be in English. Having experience with machine learning annotation and text understanding is essential. The successful candidate will be reliable, efficient, and comfortable working with large data sets.
Tools we use for annotation is NER annotator. But can also be any other tool that returns an annotated JSON file in spacy compatible format.
