Google Sheets: On Paste, Merge Rows + Append Rows to New Tab

I will paste some data into tab titled PASTE (see pasted data in example) Relevant data starts on row 45. Each time it is pasted it will overwrite the old data.
What is needed:
Once pasted we need to grab the data and move it to another tab (ATOMUSDTPERP), and make the following changes:
- Only new rows (based on datetime) are appended to the tab titled ATOMUSDTPERP.
- Entry and Exit rows are merged together into one row (see example destination format on tab titled ATOMUSDTPERP).
Note: If an intermediary tab is needed, that is ok.
