Google Forms to pdf to email -- 2

Convert Google forms to Google Doc template, convert to pdf, store one copy in google drive the other copy goes to email address in google form, and to default admin emails
1. Fill out simple google forms (I have this)
2. Save the info in Excel file. (this is automatic)
3. Merge info with Google doc template - with replace tags (I have this)
4. Convert doc to pdf and save in drive
5. Send email to address in form as well as a notification to specified admin addresses which I can edit
6. Make a graphic report with simple chart for 3 key answers
The form will collect data of water quality in residencies based on three characteristics

PH
Salinity
So I would like to collect averages of these per city
