Fix MySQL & CSV Encoding

I’m running a MySQL-based application and two things need urgent attention:

1. Something in the database layer is malfunctioning. I’m seeing symptoms typical of collation or connection hiccups, but I haven’t pinpointed whether it’s a bad query, a latent connection failure, or straight-up data inconsistency—so I need a full check-up of tables, indexes, and server settings to isolate and resolve the root cause.

2. When I export data to .csv, certain characters appear garbled. (£) is not fetching on values in shell that requires. it is missing. that need to fix. & add £ sign before value. as per columns title. some columns do not require £ so. only apply £ sign where value £ is shown in title column & remove some random character before A'£

3. you must work only on remotely. i need to see what has changed to fix these issues. i will not provide access to our live server. if you cannot work remotely connection, this task is not for u.

Deliverables I expect:
• Clean, repeatable steps (or script) that repairs the database issue and prevents its return.
• A patched export routine that produces a flawless .csv file—even when the data contains accents, symbols, or multi-byte text.
• A detail notes explaining what you were wrong and how fixed it so I can maintain it going forward.
