Excel Splicer

I am in need of an Excel Splicer to help me analyze data and generate the desired output. The type of data I want to manipulate is both numerical and text-based, so the tool must be able to handle both types. I am open to suggestions as far as the format or layout of the tool, and do not have any particular kind of output in mind - though it would be great if it could generate links to articles.
