Conditioanl formating in google sheets

I have dropdowns in google sheets that i would like to correspond to rows and colums.
Say that i select 6 in one drop down and 4 in another dropdown i would like to make a "matrix with 6x4 cows and colums outlined.
Also the Rows and colums that are now corresponting to 6x4 should be hidden
