Arabic BOQ PDF to Excel

I have an Arabic Bill of Quantities saved as a PDF. Every page is nothing but structured tables, and I need those tables rebuilt in an editable Excel workbook. The goal is two-fold: first, to let me make quick in-cell edits; second, to prepare the file for later translation.

Accuracy matters more than speed.
