M.Tech Data Science Project - Face Recognition using HOG and Data Mining for ID Verification

I'm seeking an expert in data science for a post-grad project to create a robust face recognition system using Histogram of Oriented Gradients (HOG) and data mining. This will primarily be used for identifying individuals from scanned images.
Finally need a working prototype which could identify the images.
The project entails handling challenges like:
- Working with images taken under mixed lighting conditions
- Building an algorithm that can effectively identify individuals
Ideal Skills & Experience:
- Proficient in data science
- Previous experience in face recognition systems
- Familiarity with HOG and data mining techniques
