Convert 9 PDFs to Excel

I have nine PDF documents that combine text and tables. I need every page transferred faithfully into a single Excel workbook, with each source file living on its own tab and displayed exactly as it appears in the original—no layout shortcuts, no lost headings, and commas used as decimal separators to match Finnish conventions.
Because maintaining the look-and-feel is critical, please keep column widths, merged cells, bolding, and any other visible structure intact rather than flattening everything into a generic grid. I’ll review the result by comparing each sheet against its PDF, so legibility and one-to-one correspondence are part of the acceptance criteria.
