Microsoft Access Payroll System Development

I need a Microsoft Access programmer to develop, design, and implement a payroll system for my construction company, KPW Singapore. We have a payroll of about 250-300 employees.
Key requirements include:
- Incorporating internal requirements for additions and deductions, such as bonuses, overtime, and loan repayments.
- Integrating a clock-in and clock-out system based on 44 hours per week.
- Using time card data from Excel spreadsheets downloaded from our existing thumbprint and face recognition machines, with cutoff on the 25th of each month.
- Programming to incorporate all hours worked, additions, omissions, and entitlements.
- Formatting to an Excel spreadsheet for upload to our payroll software, Millions.
Essential functionalities:
- Tax calculation and reporting
- Generating reports
- Employee leave and benefit management
Required reports:
- Monthly payroll summary
- Employee attendance report
- Tax compliance report
The project is expected to last 6 to 8 months, from development to implementation, followed by after-sale support. Ideal skills and experience include:
