Programme for Data/Records Collection from Websites

DRAFT PROPOSAL FOR PROGRAMME FOR COLLECTION OF RECORDS/DATA
Background:
Earlier CBN had a big team who were collecting data records manually. We found this to be very inefficient. Therefore, we have decided to develop a programme to collect the desired records/data through automation/computer programming. We trust the programme much more efficient than inexperienced people. We would like to minimize manual checking and rechecking. A minimum amount of checking and rechecking is acceptable but not a lot of manual checking as it will not be sustainable.
In this regard, we would like to get your help to develop this proramme for us.
1. We have about 20 years of experience in collecting data and we could share with you valuable information to develop a precise programme to achieve objectives.
The most important information would include:
i. agencies that we would like to collect data from.
ii. positions and ranking of the staff that we would like to be included in the collection of data.
We can share with you the list of preferred agencies and positions with a separate email.
2. We will collect the data systematically first by looking at the positions and agencies from past participants have come and collect equivalent designations from these agencies.
3. It is obvious if we sit together with the programming team valuable information could be shared.
4. Objective is qualitative data and not just quantitative data.
5. It is well understood if we give clear commands in the programme the output will be desirable. However, an incomplete programme will not deliver desirable results. Therefore, our focus at this time how to equip the team with critical information to develop a useful and effective programme for us.
It is needless to repeat some involvement and manual intervention will be acceptable. However, not more than 10% of the total time required.
6. We understand at this stage we are ready to discuss and exchange information with you re:
i. the requirement of the programme
ii. the cost involved and terms and conditions of the payment on project cycle basis
iii. the time schedule
iv. first trial date
The proposed programme could be developed to cover the whole country or it could be much simpler to cover one ministry or one agency. The programme that would cover whole country obviously would be much bigger than a programme that could be applied to one organization like Ministry.
Programme Rights
Both the parties acknowledge and agree that the CBN International will hold all intellectual property rights of the prgoramme. The developer agrees not to claim any such ownership in the programme intellectual property at any time prior to the or after the completion and deliver of the programme to CBN International. The developer also agrees to not to use the client’s database records collected or sell to any third party.
