I need an excel expert

I would like a template with tabs for individual employee workplans that feed up into our strategic priorities. I would like the KPI sections to be grouped together on one page so that I can see the progress towards them. There would be 20 staff tabs with individual work, a cover sheet with the strategic priorities and KPIs. My staff would enter the information - I just need the template and it locked so that errors cannot happen except for team input. I would also like a calendar of events page also that can be input into.
