I need to create a word/excel template (which is a contract) that is easy to fill in the fields from a pdf file

I have a PDF document, this file has been given to me by the insurance company so I print a contract & fill it out for each client.Therefore,
I need an exactly the same document in WORD/EXCEL, but the important thing about this template is that the fields can be filled very easily filled in Word/Excel for each different client that we have to create the document.
This document should easily easily field (going from one field to another by tab on keyboard, etc etc)
