financial software and startup horse racing tipping service

Hello, I have a horse racing system that I have been developing with excel since 2018 and now would like an experienced professional to develop a financial software that would also integrate into a tipping service. I have had experience in the horse racing industry and I'm looking for a service that will allow users to receive my tips while also allowing them to self manage their own risk with financial software. The financial software must include budgeting tools (Risk to reward Ratios), betting tracking, financial statistics and investment portfolio management. Payment to me is commission based on winning performance so I would also like to track users with back office management .This project needs to be done without running a subscription based service.
