Web or Windows based app to help Backgammon Players learn reference positions

I am looking for someone to develop a Web or Windows based application to help backgammon players learn reference positions. The app should be compatible with the Windows operating system, however no specific preferred programming language needs to be used. In regards to the level of complexity, I would like the app to possess intermediate features and I have attached the beginnings of a user spec.
