Web Form Data Entry from Text Files

I created an educational app which consists on SAT / ACT / TOEFL tests and I'm currently in the need of creating more tests for the app.
I already started creating the tests, which consist of 5 questions and 4 possible answers each, and are stored in txt file format.
I need a data entry person to help me enter that tests from the txt files into a "Test Loader" web form (that I've created myself).
For the moment I'll create 50 tests (but I could add more later, maybe 100) , and your work will be mostly copy and paste, so it's very easy, but your work will be divided into two parts, entering and checking.
You will have to install my app and once you have created a new test you will immediately have to open the app and load that test to ensure the answer marked as correct is effectively the correct answer (according to the txt file provided). This is necessary because it's very easy to introduce errors for a person, and I need to avoid them.
My budget is $20 for entry / verify 50 tests of 5 questions (and a passage per question) each.
The form I've developed for creating tests is very simple and intuitive, but I'll show the selected candidate how it works.
I need the person to start as soon as possible, it could be right today or tomorrow, if possible.
