Training Course Writing

I need someone to write a training course that can be delivered through e-learning with interactive testing and video sections for the following syllabus listed below.

Course student hand book, Flash cards, Practise tests broken down into modules. This needs to be deliverable via our LMS which will accept skorm and well known formats.
