Staff Lottery Excel Sheet Automation

I need an Excel sheet to manage an internal bi-weekly staff lottery. The sheet should automatically assign random "ticket numbers" to participants based on the number of tickets they purchase.

Requirements:
- Assign ticket numbers randomly without repeating
- Ability to upload a CSV file with participant information bi-weekly
- Capture additional participant info: name and employee ID
- Do a random draw every other week; participants may change # of tickets bi-weekly

Ideal Skills and Experience:
- Proficiency in Excel
- Experience with random number generation in Excel
- Ability to create user-friendly interfaces for data input via CSV
