Scraping a website business portal for 2000 contacts . A project to be repeated every month.

We need 2000 contacts scraped from a website portal that lists businesses for lead information.
We need another 2000 every month going forward.
We are looking for someone that can do a good job at a reasonable cost so we can have an ongoing business relationship.
Data Scraping of a website portal. We provide the web address of the portal. The project requires retrieval of the following data:
1. Name
2. Title
3. Company name
4. Company address
5. Phone
6. Company Website address
7. Verified email for the contact - not emails such as sales@, info@, Services@ - need email associated with the contact
8. Data supplied in csv format. I will supply sample file format
9. Exclude from the delivered new leads all leads from a supplied .csv file. This is to avoid duplicate scrapping of contacts
Bidder can use the scraping tools of their choice such as: ScraperWiki.com, Screen-Scraper, IRobotSoft, scrape-it-screen-scraper, trrdrr-scrapper, http://grabz.it/scraper or any other software or script that you wish to use.
Contacts must have all the items #1 through #8 to count as contacts
