Recover my iCloud data, phone stolen and they changed email and phone number

I recently had a phone stolen and the thief changed the email and phone number associated with my iCloud account. I need someone to help me recover the data in my iCloud - specifically my Photos and Videos. I have previously attempted some recovery methods but unfortunately, I didn't have any success. I haven't made the situation any worse, I just haven't been able to complete a successful recovery. This freelancer project seeks assistance to recover all data, Photos and Videos, from a stolen phone that had its email and phone number changed.
