Program on local network with SQL server

I need a program built that will be running on a local network, with SQL server as the backend and Windows as the operating system. The program needs to be able to support up to 10 concurrent users and collect and store numerical/integer data. I will supply a complete spec for the project, along with any existing software that might be relevant to the project. The project should include all the necessary components, such as coding, design, development, and testing. Please provide an estimate and timeline for completion of this project.
