The original is text laid out (fonts are poor quality but readable) with clear section headings and sub-headings—no tables, charts, or images to worry about. Your task is simply to retype the content accurately, replicate the hierarchy of headings exactly as they appear, and leave the rest as plain body text.

I will provide scanned copy in PDF, the quality is poor but readable. Please keep spelling, punctuation, and paragraph breaks identical to the source. Once finished, deliver a single .docx file that mirrors the original structure so I can make future edits without fuss.
