PDF Cost Codes to CSV

Project Overview: Construction Cost Code Hierarchy
The goal of this project is to compile a complete, accurate construction cost code hierarchy covering 50 Divisions, organized using the following official hierarchy:
Division → Section → Subsection → Paragraph
The dataset must reflect the standard, widely used industry structure, without customization or firm-specific additions. Not all codes extend to all four levels; when fewer levels exist, the hierarchy must still flow logically from Division to Section to Subsection, with deeper levels included only where they officially exist.
All codes and titles must be captured exactly as published, stored as text, and organized so that every item has a clear and correct parent. No codes should be invented, inferred, or reformatted.
The final deliverable is a clean, structured set of CSV files (By level) that can be imported directly into PostgreSQL (Supabase) and used as authoritative reference data for downstream systems.
I have already completed roughly 1/3 of the project, I need someone to finish it and following the exact format that I've started. I have worked up to about 70 pages of the 186 page pdf.
Accuracy and structural integrity are more important than speed. When uncertainty exists, it must be flagged rather than guessed.
