Medical Passing files transmission

I am looking for a freelancer to help me with a project involving transmitting medical files. Specifically, I need to transmit test result files without needing to log who accessed them and without needing to secure them for future reference. I am open to different solutions, so any advice you may have to help me with this project will be much appreciated.
