Invoicing software MS Access / or facility management software. -- 2

I am looking to your experience and input on what exactly I need to get done here, so bare with me:)
I have a new company, we do facility maintenance to different companies. I will explain my work flow and we can go from there to what I need exactly:
1-I receive a work order, that have a lot of information that I need to keep track of for example WO#, Location, NTE, etc..
2-I dispatch a technician that will do the job and bill that company.
So first I need to have an invoicing sheet or a program that I can use, that I also I am able to attach completed images to to bill to the company--> I also need to keep track of all of these invoices and maybe find a way to populate them in one sheet.
I looked online and I found the closest to what I need is facility management software's, but I am not ready to go this route.
If you have ideas please send them to me, and I can explain more about the specifity of the job.
