Find out the person who sent an email and the owner of a cell phone number

I have a goal of verifying the identity of the sender and the owner of a cell phone number. I have additional information concerning the person such as personal details (name, address, etc.). With this information, I need a freelancer to find out who sent the email and owns the phone number. The freelancer must be able to verify this information and provide me with accurate results. I am depending on the freelancer's research skills and access to resources to help me achieve my goals in a timely manner.

The phone number is 3195336698 and I will attach the files that contain the email, pictures that were attached to the email and the background information on the individual I believe may have sent the text message and the email. Jennifer Becker is who I suspect sent these messages (file attached). Angela White is unknown to me and I suspect is a made up name or alias.
