Find email addresses for 5-10,000 property owners in US

I have a list of property addresses and I'd like to hire someone to use a process I have developed to find email addresses for the owners. This will require searching the properties one by one in a portal and adding them to a folder on the portal. The reason I need this is that bulk upload is not supported.
