Excel to Windows Program Conversion

I'm in need of a professional who can successfully convert my Excel sheet into a stand-alone Windows-compatible program. The key functionalities to be retained from the Excel sheet within the new program are:
- The ability to manually input and extract data
- Execution of all existing formulas and calculations
- the program should be user friendly and can not be copied without special permission
- a good design with my company logo is essential
