Excel Bar Chart and Wind Rose Creation

I need an Excel expert to design a bar chart and wind rose chart using numeric data. I have a particular design and color scheme in mind. These aspects of the project, I will share with you in detail once the project starts.

For the interactive elements of the chart, your input will be valuable. I'm not sure if I need filters or drill-down functionality yet, but we can discuss during the project.
