Email Setup for Resume Outreach

I'm seeking assistance to set up an email account on either Gmail or Outlook. This account will be used to send my resume and cover letter to a list of construction companies.
Requirements:
- Setup should bypass anti-spam rules and prospecting regulations.
- Ability to handle a pre-existing list of recipients in Excel/CSV format.
Ideal Skills and Experience:
- Familiarity with Gmail and Outlook setup
- Knowledge of anti-spam regulations
- Experience in email outreach for job applications
