Database on freelancers workers

I am looking for a freelancer who can create and maintain a database of skilled workers. The database should include basic contact information and most importantly, skills and expertise. Ideally, the freelancer should be able to create the database in a spreadsheet format. It is important that the database is updated on a daily basis to ensure accuracy and relevancy. Experience in data entry and management is a must.
