Code or program that can automatically scan photos for data and input correct values into an excel sheet

Hi, I am looking to see how much it would cost and how much time it would take to write a code or program that can take information from a photo or pdf file and input it into certain cells for an excel sheet.
EXAMPLES: I have attached the excel sheet with the data I need pulled from the photos/scanned pdfs. I have also included a photo of where I will get the data from. Here is the link to the excel sheet:

Ideally I would like to be able to take quality pictures from my log book, and run them through the program, they will recognize the values and input them into the correct place on the excel sheet. I would need this to be a very high degree of accuracy.
