Advanced Excel Automation for Data Entry

As a business owner, I am looking for a proficient Excel expert to create an excel process automated for data entry. Specifically, I need the process to be designed and executed with the following requirements:
- Data Entry: The primary task to automate is data entry. The automation process should drastically reduce manual effort and improve time efficiency.
- Types of Data: The excel system should be capable of entering both text and numerical data automatically. Experience with diverse data entry is necessary.
- Numerical Data Format: This project requires the automated numeric data entries to be made in the format of whole numbers. Fluency in working with different numerical formats, especially whole numbers, is essential.
Ideal candidate should have excellent command over Excel, data entry, automation processes, and dealing with different numerical data formats, preferably whole numbers. Previous experience with similar tasks will be highly appreciated.
In the attached example the "Data Set" worksheet needs to be converted to the "Final" worksheet. The order of data does not matter nor does it need to match with specific data in the adjacent columns. This can be accomplished using Excel, Access or both if needed.
