Comprehensive U.S. Jury Duty Contact Database Creation
Budget: $30 – $250 USD
JOB TITLE
Manual Web Research: U.S. Jury Duty Administration (States & Counties)
JOB DESCRIPTION
I am looking for a freelancer to perform manual public-sector web research to build a comprehensive contact database for jury duty administration across the United States.
This is not lead generation, skip tracing, or scraping. Accuracy, source verification, and understanding of government structure are critical.
PROJECT OVERVIEW
Jury duty management in the U.S. is not uniform.
While District Clerks handle jury duty in many Texas counties, other states and counties use different offices, including:
State Office / Administrative Office of the Courts (OCA / AOC)
County Clerk
Jury Commissioner
Court Administrator
Clerk of Court or equivalent court-designated office
The task is to identify the actual office responsible in each jurisdiction and collect verified contact information for the person in charge.
SCOPE OF WORK (IN THIS ORDER)
1. All 50 U.S. States
For each state, determine:
How jury duty is managed (state-level, county-based, or hybrid)
Official office name
Person in charge (PIC) full name
PIC title
Email address (if publicly listed)
Phone number
Official source link (government or court website)
Brief notes if structure is unusual
2. Top 500 U.S. Counties (Population > 100,000)
For each county:
State
County name
Office managing jury duty (District Clerk, County Clerk, Jury Commissioner, Court Administrator, etc.)
Official office name
PIC full name
PIC title
Email (if publicly listed)
Phone number
Jury duty webpage link
Contact page link
Notes where applicable
3. Remaining ~2,700 Counties
Same fields and requirements as above.
Municipal courts and cities are not included at this stage.
DATA REQUIREMENTS (VERY IMPORTANT)
Manual research only. No scraping, bots, scripts, or automation.
Use official sources only:
.gov
.us
Official state or county court websites
No guessing names, titles, or emails.
If an email is not publicly listed, enter “Not listed” and provide:
Official phone number
Official webpage link
Do not default to “District Clerk” unless explicitly confirmed by an official source.
Every row must include at least one official source link.
DELIVERABLE
Google Sheets or Excel format
One row per jurisdiction
Clean, consistent formatting
Clear column headers
No duplicates
Source links included for every entry
QUALITY EXPECTATIONS
Accuracy is more important than speed
Data will be spot-checked against official sources
Revisions required for incorrect assumptions or missing sources
REQUIRED SKILLS
Web research
Government / public records research
Attention to detail
Ability to follow structured data rules
PLEASE CONFIRM IN YOUR BID
You understand jury duty administration varies by state and county
You will use manual research only
You will not guess missing information
You can provide official source links for every entry
BUDGET & TIMELINE
Please propose:
Total cost for full scope
Estimated timeline
Any recommended milestone breakdown
Final note
This is a large, detail-oriented research project. If completed accurately, there is potential for ongoing work.
