Colorado EIS Data Compilation (US/EU)

I need help gathering every publicly available Environmental Impact Statement and supporting dataset that relates to projects in Colorado. Many of the federal and state portals that host these files block traffic from outside the United States and Europe, so you must actually be located in either region and work from a native IP address (no VPNs or relays).
Scope
• Identify all Colorado-specific EIS documents, appendices, and data tables published through federal (e.g., EPA, FHWA, BLM, USFS) and state repositories.
• Download the full files—several exceed 100 MB—so a reliable, high-speed connection is essential.
• Create a clear folder structure by agency → project → year, then rename files for quick reference (retain original filenames in a metadata sheet).
• Record basic metadata (title, issuing agency, publication date, page count, original URL) in a master spreadsheet so I can cross-reference everything later.
Deliverables
1. Zipped project folder with all documents and datasets.
2. Master spreadsheet (Excel or CSV) containing the metadata described above.
3. Short read-me that explains the folder hierarchy and any source quirks you encountered.
