I need a comprehensive, evidence-driven strategy report that shows—step by step—how a mid-tier institution can break into the top-20 of U.S. universities, plus a companion PowerPoint deck that distils the key points for executive presentation.

Scope and focus
The report must address every core lever of excellence: academic programs and curriculum reform, research capacity and innovation ecosystems, and the full spectrum of student life and campus infrastructure, as well as all required aspects to transform universities. Your narrative should weave these strands into an integrated roadmap that feels both visionary and operational.

Data expectations
Substantiate every major recommendation with (a) comparative case studies from current top-ranked universities, (b) fresh statistical analysis drawn from recognised rankings and datasets, and (c) insights from respected higher-education leaders captured through published interviews or new expert commentary. I’m looking for rigour, not opinion pieces.

Outline first
Before drafting the full manuscript, deliver a detailed outline built around clearly labelled section headings, each accompanied by an informative paragraph that previews its argument, key evidence, and intended take-aways. I will review and approve this outline before you move on, so build it as a working blueprint rather than a mere table of contents.

Final deliverables
• Approved detailed outline (section-heading format with descriptive blurbs)
• 20–30-page strategic report in editable Word or Google Docs
• 20-slide executive deck in PowerPoint (clean visuals, speaker notes, subtle branding)

Acceptance criteria
The finished report must cite at least five benchmark institutions, include no fewer than three original data visualisations, and present an actionable timeline with milestones across a ten-year horizon. The slide deck should mirror the report’s structure while remaining self-contained for board-level discussion.
