40% Technical Nationalization Strategy

I need a comprehensive, data-driven workforce plan that will guide my MRO organization toward reaching 40 % nationalization across roughly 2,000 technical positions. The strategy must look three to five years ahead and rest on the three pillars we have defined: hiring, replacement, and retirement.

What I expect from you
• A clear demand-and-supply forecast that shows how each pillar contributes year-by-year to the 40 % target.
• A multi-year budget model broken down by headcount, recruitment costs, training spend, and severance/retirement outlay. The model should be easy to refresh in Excel and, if possible, link to a live visual dashboard (Power BI, Tableau, or a comparable tool).
• Scenario simulations that let us see how changes in turnover, automation, or policy adjustments affect nationalization progress.
• A concise implementation roadmap that translates the numbers into concrete actions for HR, line managers, and finance.
• Tracking framework: while we will of course monitor turnover or time-to-fill, the overriding metric is the nationalization percentage, so every chart and KPI must roll up to that single figure.

Acceptance criteria
1. All calculations and assumptions are transparent and editable.
2. The final plan is delivered as an executive slide deck plus the underlying Excel/Power BI files.
3. Recommendations align with local labor regulations and typical MRO skill requirements.
