Payroll Database with GUI

I need a payroll database application to be built on Microsoft Access 2016 or older. The application should have a graphical user interface (GUI).

Key Requirements:
- Track negative balances (and add to this)
- Year-to-date (YTD) deductions by employee (and add deductions to this)
- Categorize balances (Give a sum total by category and have the deductions take away from these negative balances)
-Generate comprehensive easy to understand YTD reports on current balance totals, and YTD deduction totals

Ideal additional Features
-create a pay statement for contractor drivers on a percentage basis (See com statement excel example
-Must keep a separate database of commission statement by driver

Ideal Skills and Experience:
- Proficiency in Microsoft Access
- Experience in designing user-friendly GUIs
- Knowledge of payroll systems and database management
